Angelides has a huge advantage due to the fact that on Saturday 4/29/06, he received a huge pre-primary endorsement from party conference delegates. According to the Sacramento Bureau, Angelides received more than 67 % of the vote from the 1,900 Democratic convention delegates. However the downfall is that Westley was recently a step ahead of Angelides in t.v and commercial advertisements. This was due to the fact that Angelides was trying to save money for the last following weeks of the election. This somewhat put Westley a step ahead in the public eye. According to a Los Angeles Times poll, on Saturday Westly was beating Angelides 33 percent to 20 percent among likely Democratic primary voters, although 45 percent remained undecided. It was the third poll to show Westly ahead.However, we need to keep in mind that 45% is a big number that could possibly be in Angelides favor. According to House Minority Leader Nancy Pelosi, D-San Francisco, who has endorsed Angelides, she believes that "the race is wide open." Angelides is what you call a people person,  who gains the trust of his fellow people every day. The state treasurer has staked his claim to the office on his proposal to raise billions of dollars in taxes to balance the budget and expand government. Angelides, who is a former real estate owner, has developed a convincing plan to end budget shortfalls that have been taking place since the beginning of the decade. Angelides says he will end tax cuts, and increase state taxes, to raise the money needed to close the state's budget shortfall and pay for expansions he has proposed. Anfelides has also stated he will focus on the public schools and higher education. These are all things governer Shwarzenegger has failed to do while in office. Senate leader Don Perata, D-Oakland, and Assembly Speaker Fabian Nunez, D-Los Angeles, said they support the proposal as a necessary tool  to infrastructure bonds planned by the governor and lawmakers. Through the proposal, the state pension fund money would be used to make positive chabges to  the state's water supply, bridges, toll roads, tunnels and energy transmission, and speed the movement of goods out of ports. &lt;br /&gt;According to Angelides "We need to find innovative ways to finance infrastructure beyond general obligation bonds and beyond traditional government finance mechanisms." The pensions would compete with private firms such as Sydney-based Macquarie Infrastructure Group,which is the worlds largest developer of toll roads. It is expanding into the United States which is starting the trend to have states and local governments think of ways to raise money for roads and other than kiking taxes. &lt;br /&gt;     The California Public Employees' Retirement System and the California State Teachers' Retirement System manage a combined $337 billion portfolio. Angelides proposed public works investment would involve just 5 percent of the funds' money. This is making Pereta in the spotlight which is not a good thing for Angelides. On Wdnesday March 8, 2006, the states largest labor group endorsed Angelides for the Democratic gubernatorial nomination, pledging him its campagin resources. After being greeted by a huge fans, Angelides told 1.7 million working Californians that,  "The whole nation is watching us, working families all over this great state are counting on us," he as well called Shwarzenegger a "a photo-op politician who has left behind a string of broken promises."  "I am proud that I'm the 'anti-Arnold.' You're all anti-Arnolds. We stand for a different vision of what makes a society strong," he said. "We believe in the California dream."  Their are a lot of working people who are still very upset about Schwarzenegger's broken promise to break unions. Not only has the union chose Angelides over Wesley and Schwarzenegger, but now the CTA as well wants Angelides on their side. This means that the ballot measure would impose an increase of tax for wealthier residents to raise an estimated 2.4 billion per year for a year of preschool. This was supported by Rob Reiner who is an actor/director. It would be a three hour day for an estimate of 385,000 children. Although the teachers union has supported programs in the past, the outcome of factoring in Reiner in the plan was unknown. The CTA endorsed the measure and is allowing other providers to contribute such as private school's and religious preschool programs. Phil Angelides is honored to have the CTA Backing and expresses his gratitude in a great way. "I'll be a governor who praises and supports the teaching profession, so young people become teachers in schools that are safe and have the resources they need." Especially now because of his promise to shrink California tuition costs. Angelides announced his decision a week after Schwarzenegger claimed that the decline in tuition costs was not on his budget plan. Not only does Angelides promise to decrease the tuition for public colleges and universities, he also promises to expand admissions in state universities as well as double the number of public school counselors. This on Angelides part, looks very good.
